It has very bad burned plastic smell and when I complained about it they didn't respond

This perfume is strong but it's my father's favorite. He's been wearing it since the 80's I think. It's a nice gift for men who like strong fragrances and don't work in places where it's allowed. Before wrapping it to give it to my dad, I opened the box and sprayed a little bit on my hand to try it and even though it's strong at first, after a few hours it starts to fade and it smells amazing for a whole day.

Per the image above, you can see how misleading it is. I thought I was buying 3.4 oz/bottle. To whom should I direct my complaint?
